Why would my dog have water in her ?

Baby has been to veterinarian and I was she has water in the lungs and heart worms. Her stomach is extended out. They did not offer me heart worm medication.

Julia, what stage heart worm disease does Baby have, it sounds like it might be fairly advanced with damage that cannot be corrected. Can you provide more information please?
