my cat chews at her skin until it bleeds and leaves a scab. Cortisone cream seems to help.

I'm not sure what the exact question in but first things to rule out are fleas and making sure that your kitty is on monthly, year-round flea prevention. There are a wide range of things that can cause skin issues eg food allergies and psychogenic alopecia so definitely talk to your vet to have your kitty evaluated!
