I would schedule an appointment with your cats vet! Likely, they would first want to know which flea prevention you are using on your cat and will probably check his ears as sometimes ear infections results in scabs around the neck from the pet trying to scratch the ears! Other things, like food allergies can also cause itching/scratching results in scabbing. Seek an appointment with you vet ASAP!
